And now, here's your host — the CEO of AMG Paul Mengert.
Scene 4: Speaker: Paul Mengert
Hi, I'm Paul Mengert, CEO of Association Management Group—also known as AMG. Since 1985, we've been helping communities just like yours in North and South Carolina thrive through customized HOA and condo solutions.
Have you ever wondered... who's really in charge of your HOA community—the board, or the management company?
You're not alone. It's a common question in many neighborhoods across the Carolinas. And today, we're going to clear it up.
Let's talk about who does what, and how great communities are built on a partnership between elected boards and professional management.
Scene 5: Speaker: Paul Mengert
Let's begin with the basics.
Scene 6: Speaker: Paul Mengert
First up—the HOA Board of Directors.
These are your elected neighbors, People from your community who step up to lead. They make the high-level decisions for the neighborhood based on your HOA's governing documents such as-
Approving and managing the annual budget,
Creating or updating rules and policies,
Selecting service vendors,
Enforcing covenants and bylaws,
and Communicating with homeowners
Boards are legally responsible for the community's decisions. That means they are the decision makers and have the final say on finances, rules, and vendors, which always rests with them—not with a management company.
They're the decision-makers. But they don't have to do it all alone.
Scene 7: Speaker: Paul Mengert
Now, Let's talk about The Role of the Management company.
Scene 8: Speaker: Paul Mengert
Here is where HOA management companies like AMG come in.
We don't run your community. We help the Board be effective, efficient, and transparent.
Think of AMG sort of as the engine that powers the board's vision.
The company assists with:
Drafting budgets and financial reports,
Facilitating maintenance and vendor services,
Cataloging financial records,
Preparing for meetings and compliance,
Communicating updates to residents,
and helping to implement board decisions
Everything we do is at the direction of the board. The authority and responsibility stays with your elected leaders— managers aim to make their job easier.
Scene 9: Speaker: Paul Mengert
Still, there's often confusion in the community. So let's clear up a few common misconceptions.
Scene 10: Speaker: Paul Mengert
Myth number 1: "The Management Company Makes the Rules."
Nope, Only the board has that authority. AMG helps communicate rules—but we don't create or change them.
Scene 11: Speaker: Paul Mengert
Myth number 2: "AMG Can Waive My Dues or Fines."
Sorry—we can't. Only your board can make exceptions. Our job is to support enforcement of the rules they've approved.
Scene 12: Speaker: Paul Mengert
Myth number 3: "AMG Chooses Which Vendors Get hired."
That decision?
Rests entirely on the board of directors.
What we do is gather proposals, offer insights, and assist in coordinating the work once the board gives the green light.
Scene 13: Speaker: Paul Mengert
Now let's talk about why clear roles create stronger communities .
Scene 14: Speaker: Paul Mengert
So why does this distinction matter?
When board members and management companies understand their roles, it creates,
Less confusion,
Fewer complaints,
Stronger trust,
and Better results.
Boards focus on leadership while AMG helps aid in the operations.
Together, we build stronger, more connected communities.

We also help boards tackle complex needs like,
Transparent financial reporting,
Proactive maintenance planning,
Budget optimization,
Conflict resolution support,
Links to legal services,
and Liaison to Insurance and risk management professionals
All while offering 24/7 emergency response when things don't go as planned.
Because great management is about preparation, not just reaction.
And we never forget the human side of HOA life. Through community engagement programs and board education, AMG helps build real connections—between homeowners, leaders, and neighbors.
It's not just about rules and budgets—it's about belonging.

So here's the bottom line,
• The board sets the direction and makes the decisions.
• The management company helps get you there.
